Subject: RS-10 and license classes

I have a question regarding license classes required to use
satellites such as RS-10. Any help is greatly appreciated.
I am giving a talk on satellites to our club tomorrow
evening, and inquiring minds will want to know...
The uplink to RS-10 is on 2 meters. The downlink is on
10 meters. Is it legal for a No-Code Tech to transmit
to the satellite and have his/her signal transponded to
10 meters? That is, can they use the satellite for QSOs?
The answer to this is certainly not obvious to me. The no-code
is licensed to use 2 meters, but not 10 meters. They are
transmitting on 2 meters, which is perfectly legal, but
they are also transmitting (indirectly by way of the
transponder) on 10 meters which does not seem legal.
I am a member of AMSAT and have numerous books covering the
satellites, but this question seems to not be addressed
anywhere! It seems like this would be one of the first
things one would want to know.
If you know the answer, please post it together with a
source of where this is clearly spelled out (maybe buried in
the FCC regs somewhere, hopefully...).
